The Payment Services Regulations (PSRs) came into effect on 1 November 2009 and many firms were to become regulated by the Financial Services Authority (FSA) for the first time. There are two other Authorities with responsibilities under the PSRs: the Office of Fair Trading (OFT) will deal with competition issues and the Financial Ombudsman Service (FOS) will deal with dispute resolution.
